Forsyth County Board of Commissioners addressed Monday a request from the “Project Flower” economic-development project to submit an application for approval of up to a $400,000 building reuse grant from the N.C. Commerce Department.
Commissioners are scheduled to hold a vote on the grant at 2 p.m. Thursday when the company is expected to be identified.
The county would be responsible for filing the grant request by Oct. 23 to qualify for the December grant award period from the N.C. Rural Infrastructure Authority.
According to previous legal notices, the company would locate all manufacturing and its headquarters in a 12,000-square-foot facility within Forsyth. The company is also considering a location in Maryland.
The board has said the company is a 4-year-old plant-based botanical products manufacturer of wellness and cosmetic products that includes creams, body butters and lotions sold to businesses as private-label goods. They are approved by the Food and Drug Administration.
The company is participating in the Winston Starts incubator and the local Center for Creative Economy programs.
The manufacturer has pledged to create between 41 and 44 jobs over a five-year period and make a $2.96 million capital investment in building expenses and machinery.
The average annual wage for the jobs would be $79,834. The jobs would range from executive management to entry level.
The company sources its products at a farm in Beaufort County. A local plant would enable it to have all of its supply chain within North Carolina.
“Their products are plant-based (botanical) and do not involve animal testing in its processes,” according to the application. “The company has both domestic and international clients, and currently utilizes a contract manufacturer for production.”
The company initially pursued local performance-based economic-incentive packages in June from the commissioners and Winston-Salem City Council, but opted to delay to conduct more due diligence.
Last week, county officials said the company is no longer requesting an incentives package from either government entity.
