COLUMBIA, S.C. — Richland One Superintendent Dr. Todd Walker delivered his first State of the District address since taking office in July 2025, unveiling a long-term strategic framework, R1 2030 and Beyond, aimed at reshaping the district’s future.
Speaking to parents, staff and community members at the auditorium of A.C. Flora High School, Walker outlined a comprehensive vision focused on academic achievement, student well-being, workplace culture and facility improvements.
“When we all rise together, excellence will exceed all our expectations,” Walker said.
A central theme of the plan is expanding the district’s focus beyond academics to include character development and student wellness. Walker said the district is dedicating personnel to ensure students’ well-being and character development are integrated into their academic growth.
“The core alone is not enough. Career alone is not enough,” Walker said. “I know a lot of brilliant people who were in AP and early college, but if we do all those things and we forget to educate the whole child, we miss the mark.”
Walker also addressed workplace culture, emphasizing clear expectations and collaboration among staff as key components of the district’s transformation. Walker listed 18 leadership behaviors during the presentation that he expects staff to follow moving forward to set the right example for students. Walker also hopes that creating a positive work environment will also help retain staff and allow students the opportunity to reach their full potential
“We’re going to have an environment where people want to come to work, where there’s clear expectations,” Walker said. “They know what to expect and they know how to work together as a team.”
Modernizing school facilities is another priority under the 2030 plan. Walker said the district has conducted a condition assessment of aging infrastructure to evaluate building needs and as well as what school program they want to prioritize.
“We want to make sure we first have clear direction on where we’re going, what programs we want to see, because that has a great implication for the type of facilities that we’ll need to have to accomplish our Vision 2030 and Beyond,” he said.
The rollout of the strategic plan comes as the district remains under fiscal caution from the South Carolina Department of Education due to financial violations that occurred prior to Walker’s tenure.
Walker said the district has formed a transition team that includes local and national representatives, as well as members of the Department of Education, to guide improvements and monitor progress.
“We’re proud of the progress that we’ve made, and we will continue to make that progress with another check-in here coming very soon,” he said.
